Franking scam unearthed
TIMES NEWS NETWORK - JUNE 03, 2005 - MUMBAI: The CBI in Mumbai has unearthed another Telgi-like scam involving fraudulent franking of stamps, this time from Indian postal department.
Preliminary investigations reveal fraud to the tune of Rs 30 crore, but the actual amount could be much higher, CBI sources said. The key players in the scam involve those from the postal department, bulk mail handlers and a few businessmen. The CBI officers have registered a case (3/2005) in the Economic Offences Wing.
Sources said the CBI was also probing the role of a few persons linked to a state minister. No arrests have been made so far.
Postmaster general (Mumbai region) A.P. Shrivastava confirmed that the CBI was probing the role of his department staff. "We're surprised as how franking machines were tampered to cause revenue loss of crores of rupees to our department in the past several months." He said that a public relations inspector from Andheri has already been suspended in this connection and six squads have been set up to conduct regular checks on 144 authorised postal franking machines in the state. Mumbai alone has about 125 machines, which are provided to the mail handlers after being authorised by the postal department.
A CBI source said: "The key players were the bulk mail handlers (those who handle mail anywhere between one lakh and 30 lakh envelopes a month). The investigators are probing the role of five such mail handlers in Mumbai. They are big-time agencies and have licences from postal department to frank bulk mail for clients like HDFC, ICICI, Shoppers' Stop and other banks and malls." The source stated that the clients were not involved in the fraud and they, in fact, paid the entire cheque for the franking job in advance.
